# Compliance requirements

Circle detects transactions that involve addresses on the Office of Foreign
Assets Control (OFAC) sanctions list, and takes action on any wallet that sends
to or receives from a sanctioned address.

For custom compliance rules beyond OFAC, including anti-money laundering (AML),
counter-terrorist financing (CTF), and jurisdictional requirements, see

## Your obligations

You are responsible for ensuring the wallets you create do not transact with
addresses on the OFAC
[Specially Designated Nationals (SDN) list](https://ofac.treasury.gov/specially-designated-nationals-and-blocked-persons-list-sdn-human-readable-lists).
Violations of Circle's [terms of service](https://www.circle.com/en/legal) can
result in reporting to OFAC or termination of your Circle Developer account.

## Sanctioned transactions

When Circle detects a transaction involving an OFAC-sanctioned address, Circle
denies the transaction and temporarily restricts the wallet from outbound
transactions pending review. Contact
